50 Fully Funded NVQ Level 3 Places Available with EWI Pro & Exeter College

EWI Pro is proud to be working in partnership with Exeter College to deliver fully funded training through the Warm Homes Skills Programme (WHSP). This government-backed initiative supports the growth of a skilled green workforce and provides experienced installers with a fast-track route to nationally recognised qualifications.

Through this partnership, 50 fully funded places have been secured for experienced External Wall Insulation installers to achieve a Level 3 NVQ Diploma in Insulation and Building Treatments – External Wall Insulation Boarder and Finisher.

What Is the Warm Homes Skills Programme?

Government-Funded Training to Support Retrofit & Energy Efficiency

The Warm Homes Skills Programme is a UK Government initiative running until July 2026, designed to address skills shortages across the retrofit and energy efficiency sector.

The programme will provide up to 9,000 subsidised training opportunities for installers and retrofit professionals, helping to upskill the workforce needed to deliver warmer, more energy-efficient homes across the UK.

Phase 1 Funding Focus

In Phase 1, up to £8 million has been allocated to training in areas including:
Retrofit assessment and coordination
Fabric insulation and solar panel installation
Entry-level retrofit awareness
Skills for professionals working on non-domestic buildings

Approved Delivery Partner for the Warm Homes Skills Programme

Exeter College is a leading Further Education college and an approved delivery partner under the Warm Homes Skills Programme.

Together, EWI Pro and Exeter College are delivering training under Work Package 2, focused on fabric insulation and External Wall Insulation.

Courses Delivered by Exeter College

As part of the programme, Exeter College provides:
NOCN Level 3 NVQ Diploma in Insulation and Building Treatments (Construction)
Including External Wall Insulation & Finishing
NOCN / Exeter College Level 3 Certificate in Competence for the Installation of External Wall Insulation in the Workplace
(For existing installers)
Training is delivered through a combination of face-to-face and online learning, making it accessible for working professionals.

The EWI Pro Opportunity

NVQ Level 3 Experienced Worker Practical Assessment (EWPA)

EWI Pro has secured 50 fully funded Experienced Worker Practical Assessments (EWPA) for External Wall Insulation installers.

This accelerated route is designed specifically for experienced professionals who are already working in the industry and want formal recognition of their skills.

Level 3 NVQ Diploma in Insulation and Building Treatments
Including External Wall Insulation & Finishing
Nationally recognised qualification
Accreditation awarded by NOCN Group (Ofqual approved)
Recognition of real-world, on-site experience

Experienced External Wall Insulation installers

No cost to participants (net nil cost if VAT & CITB registered)
Limited availability – only 50 funded places allocated through EWI Pro
Places are offered on a first-come, eligibility-checked basis.

**Terms & Conditions**: The EWPA NVQ Level 3 programme is priced at £600 + VAT (£720) and invoiced directly by Exeter College. Participants who are VAT-registered may reclaim the £120 VAT element through their standard VAT return. Organisations registered with CITB may additionally reclaim the £600 course fee through the CITB Grant Scheme, resulting in a net nil cost to the participant. Availability is limited to 50 funded places allocated via EWI Pro. Eligibility checks apply, and funded places are offered strictly on a first-come basis.
